W środku odznaki, w kręgu znajduje się wypukła postać biegacza ze zniczem, na zewnątrz - otok z napisem "Zasłużony Działacz Kultury Fizycznej". Na stronie odwrotnej odznaki znajduje się wypukły napis "Główny | Komitet | Kultury | Fizycznej | i Sportu". Odznaka jest umocowana za pomocą uchwytu i kółka do metalowej baretki z poziomymi paskami emalii w kolorach granatowym i czerwonym.
